Crook County There are red-tailed, rough-legged and ferruginous hawks, northern harriers, American kestrels, prairie falcons and golden eagles throughout Crook County and they're usually associated more closely with open/agricultural areas. Bald eagles and osprey, on the other hand, are more closely associated with water bodies. Harney County Raptor and waterfowl viewing opportunities are available across the county. Species include but are not limited to ferruginous hawks, prairie falcons, and eagles. Resident raptors such as northern harriers and red-tailed hawks are easily observed perched around open agricultural areas. Baker County Bighorn sheep can be seen in the Burnt River Canyon west of Durkee or along the Snake River Road south of Richland. The best viewing is in the early morning and late in the evening. Three Mile Falls Dam is located at river mile three on the Umatilla River. The dam was constructed in the early 1900s and serves as an irrigation dam that is a complete barrier to fish migrating upstream. In order to successfully migrate past the dam, all adult salmon and steelhead must use the fish passage facility located on the east side of the dam. The fish facility consists of a fish ladder, viewing window, fish trap and holding pond. Every adult salmon and steelhead heading upstream is counted at this facility using a combination of trapping and video tape enumeration

The Landowner Preference Program (LOP) was established to acknowledge the contribution of private lands to support wildlife and provide a form of compensation to landowners for resources used by wildlife. Tags are available to landowners, family members, and others designated by the landowner based on the acreage owned. Pronghorn hunts are only available to landowners and family members. Recipients of LOP tags may only hunt on the property for which they are registered.

Conditions for winter steelhead should be excellent in most rivers including Chetco, Sixes, North and South Fork Coquille, Middle Rogue, Applegate and South Umpqua.
