2026-2027 Draft Sportfishing Regulation Proposals

Proposals for regulation changes

At its Sept. 12, 2025 meeting in Ontario, the Oregon Fish and Wildlife Commission adopted the following changes for 2026-27 Oregon Sport Fishing Regulations. Scroll down the page or select zone from the tabs below to view the proposed changes.

The majority of the proposed changes to sport fishing regulations are categorized as housekeeping corrections, changes to simplify regulations, new angling opportunity, or to serve a conservation need.

Anglers can comment on these proposed changes in following ways:

No additional sport fish regulation proposals are being accepted for 2026-2027. However, you're invited to send your suggestions to ODFW for future consideration. If you would like ODFW to consider a regulation change in the future please contact the local district fish biologist to discuss a potential change.

Statewide

All Streams

  • Section: Game Fish Harvest Methods
  • Proposal Number 1, Page Number 19
  • Regulation Type: Gear
  • Purpose of Change: New angling opportunity
  • Current Regulation: Harvest Method for gamefish – Angling
  • Proposed Regulation: Add: Spearfishing allowed in rivers and streams for bass and walleye.
  • Justification: The public has been requesting expanded opportunity to spearfish for bass and walleye in rivers and streams. This has become a popular alternative fishing method and potentially may help to reduce impacts of bass and walleye on native fish.

Carp

  • Section: Angling and Havest Methods, Hours, and other restrictions - Non Game Fish and Shellfish
  • Proposal Number 2, Page Number 20
  • Regulation Type: Gear
  • Purpose of Change: New angling opportunity
  • Current Regulation:
  • Proposed Regulation: Use of spring (basket/cage) type feeders allowed only when angling for Carp
  • Justification: Carp fishing is becoming a popular fishing opportunity. The use of spring feeders is a common method when targeting carp but not currently allowed under our current regulations.

Crayfish

  • Proposal Number 3, Page Number 20
  • Regulation Type: General
  • Purpose of Change: Inadvertant restriction
  • Current Regulation: Crayfish - Open all year in all streams including streams listed as closed
  • Proposed Regulation: Crayfish - Open all year in all streams and lakes, including streams and lakes listed as closed.
  • Justification: Proposal clarifies the current regulation that can be misinterpretted as inavertetantly restircting crayfishing to streams and not open to lakes or not open all year to lakes.

Use of fish for bait

  • Proposal Number 4 , Page Number 18
  • Regulation Type: General
  • Purpose of Change: Conservation need
  • Current Regulation: Use of Fish for Bait: Dead fish, preserved fish, parts of fish and shellfish, and fish eggs may be used as bait.
  • Proposed Regulation: Use of Fish for Bait: Dead fish (except for aquaria species), preserved fish, parts of fish and shellfish, and fish eggs may be used as bait.
  • Justification: Aquaria fish are not screened for pathogens. Pathogens that may affect native or other game fish in waterbodies may be transmitted if dead aquaria fish are used as bait.

Zone Regulation; Central, Willamette, Northeast, Southeast

  • Regulation Type: Bag limit
  • Current Regulation: Kokanee are considered trout.
  • Purpose of Change: Simplification
  • Proposed Regulation: Kokanee: 10 kokanee per day, no size limit, open all year, unless noted under Exceptions
  • Justification: There has been much confusion by the public and OSP on the way kokanee bonus bag limits have been interpreted. A change to each Zone that has kokanee populations specifying bag limit, size limit, and season will help to simplify these popular fisheries.

Northwest

Tillamook Bay

  • Proposal Number 6 , Page Number 30
  • Regulation Type: Season
  • Purpose of Change: Conservation need
  • Current Regulation: Zone Regulations: Catch-and-release only.
  • Proposed Regulation: Closed to angling for sturgeon upstream from the Hwy 131 bridge all year.
  • Justification: Sturgeon often concentrate in this portion of the estuary. OSP had identified an increasing concern over poaching of sturgeon in this location. This closure will provide conservation protections for sturgeon.

Tillamook River

  • Section: Above Burton Bridge
  • Proposal Number 7 , Page Number 30
  • Regulation Type: Season
  • Purpose of Change: Conservation need
  • Current Regulation: Zone Regulations: Catch-and-release only.
  • Proposed Regulation: Closed to angling for sturgeon all year.
  • Justification: Continuation of proposed Tillamook Bay sturgeon closure, Tidewater extends upstream of Burton Bridge, which is the dividing line between the Tillamook River and Tillamook Bay, so this entry is needed to close the entire Tillamook River tidewater reach.

Southwest

Coquille River, South Fork

  • Section: USFS boundary near Powers to Coquille River Falls including tributaries

  • Current Regulation: Closed
  • Purpose of Change: Simplification
  • Proposed Regulation: Zone Regulation: Open May 22 - Oct 31
  • Justification: Simplification to align with zone regulations and provide consistency while providing additional opportunity.

Illinois River

  • Justification: Changing the description of the location of the angling deadline. Pomeroy Dam was removed in 2024.

Willamette

Estacada Lake

  • Section: Clackamas River, River Mill Dam upstream to Faraday Diversion (Cazadero) Dam

  • Regulation Type: Location
  • Purpose of Change: Simplification
  • Current Regulation: Closed between markers 440 ft above and 125 ft below the downstream corner of the Faraday Powerhouse; Closed from the entrance of the fishway/fish trap at the Faraday Diversion (Cazadero) Dam downstream approx. 275 ft to the ODFW deadline markers.
  • Proposed Regulation: Closed from Nork Fork dam downstream to approximately 275 ft below the entrance of the fishway/fish trap at the Faraday Diversion (Cazadero) Dam.
  • Justification: This location is an area of much confusion for the public, this change simplifies the closed areas near Cazadero Dam and will also include a new map to provide additional clarification.

McKenzie River and Tributaries

  • Section: Mouth to Hayden Bridge

  • Regulation Type: Season
  • Purpose of Change: New angling opportunity
  • Current Regulation: Zone Regulation: Closed for coho salmon.
  • Proposed Regulation: Open for coho salmon October 1 through December 31.
  • Justification: Increased coho populations in the upper Willamette Basin allowing for increased angling opportunity. The season will provide protection for spring Chinook and winter steelhead. This has been implemented as temporary rule in recent years.
  • Section: Hayden Bridge to Hendricks Bridge

  • Purpose of Change: New angling opportunity
  • Current Regulation: Zone Regulation: Closed for coho salmon.
  • Proposed Regulation: Open for coho salmon October 1 through December 31.
  • Justification: Increased coho populations in the upper Willamette Basin allowing for increased angling opportunity. The season will provide protection for spring Chinook and winter steelhead. This has been implemented as temporary rule in recent years.

Santiam River, South Fork

  • Section: Waterloo Rd Bridge to 200 ft above Waterloo Falls

  • Purpose of Change: Inadvertant restriction
  • Current Regulation:
  • Proposed Regulation: Open for coho salmon Jan 1 - Aug 31 and Oct 15 to Dec 31.
  • Justification: Proposal will allow coho retention in this section of the South Santiam.

Willamette River (Mainstem)

  • Section: Hwy 20 Bridge to Hwy 99 Bridge

  • Purpose of Change: New angling opportunity
  • Current Regulation: Zone Regulation: Closed for coho salmon.
  • Proposed Regulation: Open for coho salmon October 1 through December 31.

Crescent Lake

  • Proposed Regulation: Zone Regulation: 10 kokanee per day, no size limit.
  • Justification: 5 kokanee "bonus bag" is being proposed to be simplified to a new zone regulation: "10 kokanee per day. No size limit on kokanee unless noted under Exceptions." This is in response to repeated confusion by the public and OSP on the bonus bag language.

East Lake

  • Purpose of Change: Simplification
  • Current Regulation: 5 kokanee per day in addition to daily trout limit. No size limits.
  • Proposed Regulation: Zone Regulation: 10 kokanee per day, no size limit.

  • Purpose of Change: Conservation need
  • Current Regulation:
  • Proposed Regulation: Catch-and-release for tiger trout.
  • Justification: Assists with removal and suppression of tui chub. Many anglers and angling groups have expressed support for tiger trout or a return of piscivorous stocks of rainbow trout to help improve the trout fishery at East Lake.

Elk Lake

  • Proposal Number 24, Page Number 53
  • Regulation Type: Bag limit
  • Purpose of Change: Simplification
  • Current Regulation: 25 kokanee per day in addition to the daily trout limit.
  • Proposed Regulation: 25 kokanee per day.
  • Justification: Eliminating bonus bag language due to ongoing confusion, proposing a 10 kokanee bag limit no size limit in zone regulation. Elk Lake will remain an exception with bag limit of 25 fish due to robust population of kokanee.

Fifteen Mile Creek and Tributaries

  • Proposal Number 25, Page Number 53
  • Regulation Type: Season
  • Current Regulation: Open all year
  • Purpose of Change: Housekeeping corrections
  • Proposed Regulation: Zone Regulation: Open May 22 to Oct 31.
  • Justification: Proposal corrects an error that had inadvertantly had the creek open all year. This will make it consistent with neighboring watersheds.

Hood River

  • Section: Hood River (mainstem) and Tributaries Not Listed

  • Purpose of Change: Housekeeping corrections
  • Current Regulation:
  • Proposed Regulation: 'From the tips of the jetties to the confluence of East and West Fork Hood River' and 'Tributaries'
  • Justification: No regulations are changing, just section descriptions. Clarifies that tributaries are only open for Catch and Release of trout, and that the Mainstem is described as 'From the tips of the jetties to the confluence of East and West Fork Hood River.

Hood River, East Fork and Tributaries

  • Section: Hood River, East Fork and Tributaries

  • Regulation Type: Bag limit
  • Purpose of Change: Housekeeping corrections
  • Current Regulation:
  • Proposed Regulation: Catch-and-release for trout.
  • Justification: This is not a new regulation, but the description previously fell under the Mainstem Hood River but was very confusing, so this just makes it more specific for anglers interested in fishing the East Fork and what is legal.

Hood River, West Fork and Tributaries

Wickiup Reservoir

Northeast

Grand Ronde River

  • Section: Clark Creek Rd to Hilgard State Park
  • Proposal Number 36, Page Number 59
  • Regulation Type: Location
  • Purpose of Change: Housekeeping corrections
  • Current Regulation Clark Creek Rd to Hilgard State Park
  • Proposed Regulation: Clark Creek Rd. to the upstream end of Hilgard State Park.
  • Justification: The distance between the top and bottom of Hilgard state park is approximately 6 river miles. This rule is difficult for OSP to enforce as currently written. The upstream end of Hilgard State park provides anglers the most opportunity.

John Day River

  • Section: From Mainline Railroad Bridge to North Fork
  • Proposal Number 37, Page Number 59
  • Regulation Type: Season
  • Purpose of Change: Consideration of climate change impact
  • Current Regulation: Open all year for hatchery steelhead
  • Proposed Regulation: From Mainline Railroad Bridge to the ODFW marker 1/4 mile below Tumwater Falls: Closed to Salmon and steelhead angling from Sep 1 through Dec 31.
  • Justification: In this section water temperatures are often near critical thermal thresholds in Sep and Oct. Wild fish are concentrated in this section, this closure provides important protections. This has been implemented by temporary rule the past couple of years.

Lookinglass Creek and Tributaries

  • Proposal Number 38, Page Number 60
  • Regulation Type: Location
  • Purpose of Change: Housekeeping corrections
  • Current Regulation: Closed between 300 ft below Jarboe Cr and 200 ft above the hatchery water intake (0.4 Mi).
  • Proposed Regulation: Closed between Jarboe Cr and 200 ft above the hatchery water intake.
  • Justification: Provides location consistency with temporary rules often adopted for Chinook.

Wallowa Lake

  • Proposal Number 39, Page Number 60
  • Regulation Type: Size limit
  • Current Regulation:
  • Purpose of Change: Conservation need
  • Proposed Regulation: No limit on the size or number of lake trout.
  • Justification: Lake trout are undesireble in Wallowa Lake and may impact bull trout recovery as there is competition and predation concerns between the species.

Southeast

Burnt River

  • Section: Mouth to BLM property line below Unity Dam
  • Proposal Number 40, Page Number 63
  • Regulation Type: Bag limit
  • Purpose of Change: Conservation need
  • Current Regulation: 5 rainbow trout per day, 8 inch minimum length
  • Proposed Regulation: Zone Regulation - 2 trout per day 8 inch minimum length.
  • Justification: Hatchery rainbow trout are no longer being released into the Burnt River, provides conservation protection for wild trout populations. Also establishes a new section in the Burnt River.
     
  • Section: BLM property line to Unity Dam
  • Proposal Number 41, Page Number 63
  • Regulation Type: Bag limit
  • Purpose of Change: Housekeeping corrections
  • Current Regulation:
  • Proposed Regulation: 5 rainbow trout per day, 8 inch minimum length; use of bait allowed.
  • Justification: Establishes a new section in the Burnt River and allows for additonal harvest of rainbow trout that migrate from the reservoir.

Crystal Creek

  • Proposal Number 42, Page Number 63
  • Regulation Type: Gear
  • Purpose of Change: Inadvertant restriction
  • Current Regulation: Artificial flies and lures only.
  • Proposed Regulation: Use of bait allowed below the confluence with Recreation Creek.
  • Justification: This removes an inadverdant restriction. It supports and restores the popular perch fishery occurs in this section of the creek. Redband trout stage and spawn upstream from this location, there is no conservation concern by allowing the use of bait.

Eagle Creek including East and West Forks

  • Proposal Number 43, Page Number 63
  • Regulation Type: Bag limit
  • Purpose of Change: Conservation need
  • Current Regulation: 5 rainbow trout per day, 8 inch minimum length
  • Proposed Regulation: Zone Regulation - 2 trout per day 8 inch minimum length.
  • Justification: Hatchery rainbow trout are no longer being released into Eagle Creek, provides conservation protection for wild trout populations.

Klamath River

  • Proposal Number 44, Page Number 63
  • Regulation Type: Location
  • Purpose of Change: Housekeeping corrections
  • Current Regulation: Closed from Hwy 66 Bridge to Keno Dam Jun 16 - Sep 30.
  • Proposed Regulation: Closed from Hwy 66 Bridge upstream to Keno Dam Jun 16- Sep 30.
  • Justification: OSP requested change to specify location and help clarify closed area to assist with enforcement.

North Fork Sprague River and Tributaries

  • Proposal Number 45, Page Number 64
  • Regulation Type: Bag limit
  • Purpose of Change: Simplification
  • Current Regulation: 2 brown trout per day.
  • Proposed Regulation: Zone Regulation: No limit on brown trout.
  • Justification: Provides consistency with zone regulations to remove brown trout that may be impacting native fish.

Pine Creek and Tribuaries

  • Section: Above Hells Canyon Reservoir
  • Proposal Number 46, Page Number 64
  • Regulation Type: Location
  • Purpose of Change: Housekeeping corrections
  • Current Regulation: Zone Regulation: Artificial Flies and lures only.
  • Proposed Regulation: Use of bait allowed.
  • Justification: Clarifies the section of Pine Creek above Hells Canyon Reservoir. Allows the use of bait consistent with adjacent regualtions.

Spencer Creek

  • Proposal Number 47, Page Number 64
  • Regulation Type: Season
  • Purpose of Change: Conservation need
  • Current Regulation: Open May 22 - Oct 31.
  • Proposed Regulation: Open May 22 - Sept 30.
  • Justification: Protects Chinook salmon that are entering the creek in the early fall.

Thief Valley Reservoir

  • Proposal Number 48, Page Number
  • Regulation Type: Size limit
  • Purpose of Change: New angling opportunity
  • Current Regulation: Zone Regulation: Only 1 trout over 20 inches in length may be taken per day.
  • Proposed Regulation: 2 trout over 20 inches in length may be taken per day.
  • Justification: The reservoir is productive and the fish grow fast and large. Public has proposed to increase the dailly limit to allow for additional opportunity.

Williamson River

  • Section: Kirk Rd Bridge to headwaters
  • Proposal Number 49, Page Number 64
  • Regulation Type: Season
  • Purpose of Change: New angling opportunity
  • Current Regulation: Open Apr 22 - Oct 31.
  • Proposed Regulation: Zone Regulation - open all year for trout.
  • Justification: Provides additional angling opportunity and encourage harvest of brook trout. Rainbow are catch and release in this area, encouraging removal of brook trout could help native fish.
