Landowner Preference Program
The Landowner Preference Program (LOP) was established to acknowledge the contribution of private lands to support wildlife and provide a form of compensation to landowners for resources used by wildlife. Tags are available to landowners, family members, and others designated by the landowner based on the acreage owned. Pronghorn hunts are only available to landowners and family members. Recipients of LOP tags may only hunt on the property for which they are registered.
How to enroll in the program
Landowners must register and pay a $35 registration fee, file tag distribution forms, send in tax lot maps and purchase controlled hunt applications prior to the deadline for the hunt. Only one representative landowner, or stockholder of a corporation, limited liability company (LLC), or representative partner of a partnership may register.
How to renew your LOP program membership
1. Using your LOP account:
a. Login to your account and confirm there are no changes to be made.
b. Make any changes as-needed.
i. For changes which require ODFW assistance (changes not available using your LOP account), please send the corresponding forms to ODFW.
2. Sending in paper forms:
a. Landowners must send in a Registration Renewal form, for the current year. If there are no changes at the time of renewal, Landowner will need to check the box accordingly, and send only the registration form. If there are changes at the time of renewal, the Landowner must send forms corresponding to where there are changes, and mark the appropriate checkbox(es) on their renewal form.
i. If there are changes needed after the renewal form has been sent, Landowners may send only the form which represents the changes, such as only sending a Tag Distribution Form for 100 Series Buck Deer, if that is the only change.

Ineligible youth elk hunts
LOP Tags are not available for the new long duration (Aug. 1 – Dec. 31) or the Melrose 223T (Aug. 1 – March 31) Youth Elk hunts. See pages 22, 53 & 54 in the 2021 Big Game Hunting Regulations.

Limited landowner preference mule deer tags
Mule deer buck tags are limited in WMUs where the mule deer population is below the population management objective (MO) using the following criteria:
Tier 1: For populations at 80 percent or more of MO, LOP tags are allocated according to the current acreage table for each registered landowner. |
Tier 2: For populations from 60 to 79 percent of MO, LOP tags available are limited to 5 tags or 15 percent of the total controlled buck tags authorized for the public for each hunt, whichever is greater. |
Tier 3: For populations below 60 percent of MO, LOP tags available are limited to 5 tags or 10 percent of the total controlled buck tags authorized for the public for each hunt, whichever is greater. |

- All landowners must submit tag distribution forms or login online to fill out the preference section in their LOP online account. (See step-by-step instructions.)
- For hunts with more than one hunt period, the tag purchase deadline is the day before the earliest opening date.
- Pronghorn antelope hunts with only "doe/fawn" or "either sex" bag limits are eligible to landowners who have a minimum of 160 contiguous/connected acres, and if an applicant is successful in receiving an LOP pronghorn antelope tag the bag limit will default to a doe/fawn only.
- At any point the landowner has an increase or decrease in acreage, they are required to submit current property tax map(s) for each tax lot along with the +/- Acreage Form available above. Tax lot maps are available through ORMAP or your local county assessor’s website or office.
- Half of your total tags (rounding up if you have an odd number of tags) allowed for hunting one deer, antlered deer, one elk, or antlered elk bag limits may be issued to non-family members.
- All of your total tags allowed for hunting antlerless bag limits may be issued to immediate family members or to a non-family person of your choosing.
Suspension from the LOP Program
If a landowner (or the landowner’s partner, member, manager, employee, or any person using an LOP tag provided by the landowner) is convicted of violation of the wildlife laws arising from participating the LOP program, the department may suspend that landowner from participating in the LOP program for the remainder of the current year plus two additional years. That suspension will include any and all properties associated with that landowner, including properties registered to the individual, as a partnership, or as a corporation, and the suspension will run for the same period of time as the landowner. The department will also revoke any unused LOP tags previously issued for the landowner’s properties.
