Information about Accessibility and Accommodations
The Oregon Fish and Wildlife Commission will hold a training on Friday, October 10 from 8:30 a.m.–12:00 p.m. Commissioners will meet virtually. Members of the public may view a livestream of the training in the classroom at ODFW Headquarters, 4034 Fairview Industrial Drive SE, Salem, or by accessing the agency's YouTube channel or Commission webpage.

Inseason Recreational General Marine Species Bag Limit Reduction
Adopted: 9/15/2025 Effective Date: 9/18/2025 through 10/26/2025
This rule reduces the recreational daily bag limit for the traditional bottomfish fishery from four fish per angler to three fish per angler. Inseason monitoring indicates that harvest limits for both black rockfish and canary rockfish will be exceeded if the bag limit remains at four fish. A bag limit reduction from four to three during the month of September decreases the risk of (1) an early season closure or (2) a potential future reduction to a two-fish bag limit. During the Oregon Fish and Wildlife Commission meeting on December 13, 2024, staff cautioned that an inseason bag limit reduction could be necessary based on pre-season models and lower harvest limits for both black rockfish and canary rockfish.

Close Angling in Spencer Creek
Adopted: 9/17/2025 Effective Date: 10/1/2025 through 10/31/2025
This amended rule will close Spencer Creek to angling from October 1 through October 31. This early closure will protect spawning salmonids that have access to this habitat due to the removal of the Klamath River dams.

Modify Recreational Fall-Season Salmon Fisheries in the Columbia River
Adopted: 9/17/2025 Effective Date: 9/18/2025 through 12/31/2025
This amended rule adds Chinook retention for the Columbia River recreational salmon fishery from the Buoy 10 line at the mouth of the river upstream to the west Puget Island line from September 18 through September 21. It also opens a Chinook and Coho retention period for the fishery from the west Puget Island line upstream to the Warrior Rock/Bachelor Island line from September 18 through September 21. Additionally, it extends the on-going Chinook and Coho retention period for the fisheries from the Warrior Rock/Bachelor Island line upstream to Bonneville Dam and from Bonneville Dam upstream to the Oregon/Washington border (upstream of McNary Dam) through September 21.

Set Mainstem Columbia River Late Fall Commercial Gillnet Fishery

This rule authorizes two commercial non-treaty gillnet fishing periods in the mainstem Columbia River commercial Zones 4-5 from 8 p.m. on September 17 through 6 a.m. on September 18 and from 8 p.m on September 23 through 6 a.m. on September 24. Modifications are consistent with actions taken by the Departments of Fish and Wildlife for the States of Oregon and Washington at a Columbia River Compact hearing on September 17.

These amended rules authorize the sales of fish caught in the Zone 6 treaty commercial gillnet fishery. The open fishing period is from 6 a.m. September 22 through 6 p.m. September 26. Modifications are consistent with actions taken by the Departments of Fish and Wildlife for the States of Oregon and Washington at a Columbia River Compact hearing on September 17.

Reopen Wild Adult Chinook Fishery in the Snake River
Adopted: 10/3/2025 Effective Date: 10/04/2025 through 12/31/2025
This rule revokes a prior temporary rule that prohibited retention of wild adult Chinook salmon in the Snake River. As a result, harvest of adult wild chinook will reopen and revert back to permanent regulations as stated in the current edition of the Oregon Sport Fishing Regulations. This change is consistent with actions taken by the State of Idaho.

Modify Mainstem Columbia River Fall-Season Seine and Pound Net Commercial Fisheries
