The Landowner Preference Program (LOP) was established to acknowledge the contribution of private lands to support wildlife and provide a form of compensation to landowners for resources used by wildlife. Tags are available to landowners, family members, and others designated by the landowner based on the acreage owned. Pronghorn hunts are only available to landowners and family members. The Oregon Fish and Wildlife Commission conducts hybrid public meetings, allowing for testimony either in person or virtually. Meetings are also livestreamed from the Commission page and the ODFW YouTube channel. Per statute ORS 496.108(5), the Commission must hold one meeting per year in each Congressional District. Meeting dates and locations are scheduled a year in advance and can't always align with the local community impacted by regulation changes, another reason why they are hybrid. Three Mile Falls Dam is located at river mile three on the Umatilla River. The dam was constructed in the early 1900s and serves as an irrigation dam that is a complete barrier to fish migrating upstream. In order to successfully migrate past the dam, all adult salmon and steelhead must use the fish passage facility located on the east side of the dam. The fish facility consists of a fish ladder, viewing window, fish trap and holding pond.
