Following droughts in the 1930s that affected most of North America, major conservation efforts, both private and governmental, were enacted to reverse trends of degrading and disappearing wetlands. During this time period there was a major creation and expansion of Federal refuges and State wildlife areas. As the concept of waterfowl flyway management was endorsed and developed, wildlife areas were acquired and managed as part of a larger plan focused on migratory waterfowl needs. There is year-round salmon, steelhead, trout and smallmouth bass in the Southwest Zone. Rainbow trout are stocked in the upper Rogue River and in lakes nestled among fir forests and wind-swept dunes. Big reservoirs provide fishing for trout and for thriving populations of largemouth bass, catfish, perch and crappie. Coastal bays serve as gateways to rich offshore reef fisheries, and miles of public beach allow anglers to fish for surfperch against a backdrop of rugged capes.

Umpqua River is one of Oregon's largest estuaries; however, high freshwater influence makes the bay seasonal for crabbing. Softshell clam populations in the Umpqua River are among the highest in the state, and they are large clams. Razor clams can be dug at the North Jetty of the Umpqua, though its a long drive down Sparrow Park Rd. (just north of Gardiner), then South along the beach about‌ 8 miles.

The Siuslaw River runs past the city of Florence and then flows for 4 miles before reaching‌ the Pacific ocean. Areas west of the 101 bridge feature excellent seasonal crabbing and even some good diving.

Each fathom line, conservation area, and marine reserve is defined by a connecting series of waypoints (latitude and longitude). The waypoints are used for regulatory enforcement, while maps are provided for visual reference.

Public Comment Period is now closed as of 10/17/25. ODFW is in the process of finalizing the Minam River Wildlife Area draft management plan and is currently asking for public comment. Draft documents can be found here. Once finalized, the adaptive MRWA Management Plan will be reviewed within five years and at least every 10 years thereafter to make any necessary changes.
