Modifications to Thief Valley, Wolf Creek, and Pilcher Creek Reservoirs in the SE Zone

Effective June 1, 2026, through September 30, 2026, minimum and maximum size limits, as well as the daily and possession bag limits for rainbow trout and bass are suspended for the SE Zone water bodies known as Thief Valley Reservoir, Wolf Creek Reservoir, and Pilcher Creek Reservoir, which are located in Union County, Oregon. Harvest will be allowed by hand, dip net, or angling. A person with a valid Two-Rod Validation may use any number of rods.
Close Angling for and Retention of Spring Chinook in the Umatilla River

This amended rule closes recreational spring Chinook salmon retention in the Umatilla River Basin from May 30, 2026 through June 30, 2026. The closure extends from the Hwy 730 bridge near the mouth of the Umatilla River upstream to the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) reservation boundary, and from the upper border of the reservation to the Umatilla headwaters, including all tributaries.

Upper Klamath Lake Area Angling Regulations

The angling regulations for Crystal Creek, Fourmile Creek, Fourmile Canal, Harriman Creek, Klamath Lake, Odessa Creek, Recreation Creek, Short Creek, and Thomason Creek are being modified to remove harvest for rainbow trout and the use of bait for all species from June 15 – October 31. Catch-and-release for rainbow trout and flies and artificial lures will be allowed during this time.
Set Columbia River Recreational Salmon/Steelhead Summer Season Regulations and Enact Thermal Angling Sanctuaries

This amended rule sets the Columbia River recreational salmon and steelhead fisheries from June 16 through July 31 (summer season). This amended rule closes angling in portions of the mainstem Columbia River adjacent to the mouths of Eagle Creek and the Deschutes River, and that portion of Herman Creek and Lagoon within the Columbia River Zone beginning July 15. This amended rule closes angling in the lower portion of Tanner Creek and in a portion of the mainstem Columbia River adjacent to the mouth of Tanner Creek through July 15.

2026 Commercial Pacific Halibut Fisheries Federal References Corrections

The proposed rule amendment regulates the 2026 commercial Pacific halibut fishery by establishing fishery allocation, fishery periods, and fishery period limits for Oregon state-water fisheries, ensuring and promoting consistency with federally adopted regulations, and incorporating housekeeping and technical updates. This amendment incorporates federal regulations that were not available at the time of the original filing and corrects a clerical error on a federal reference.
